Special Payment directed at households exempt from municipal tax

Amidst the prolonged effects of COVID-19, this Special Aid Payment is intended to support households facing various issues and to provide speedy assistance to their daily lives. It is intended for households that are exempt from paying municipal tax.

In line with the government’s newly introduced “Comprehensive Emergency Measures on behalf of the sudden rise of crude oil and living expense due to the COVID-19 pandemic”, a push-type payment system, referring to taxation data of 2022 has been implemented for those households that have newly become “Exempt from municipal tax in 2022”.

Please be aware that this Special Aid can only be granted once per household.

Eligible households

Households that have experienced sudden changes in income

People who are registered residents of Kobayashi City at the time of application and whose income has decreased since January 2022 due to the COVID-19 pandemic, and who are exempt from paying municipal tax or similar circumstances have been recognized, are eligible to apply.

Payment amount

The payment is 100 000Yen per household.

How and until when to apply?

People who wish to apply need to claim their eligibility.

Please prepare referential documents proving your state of income and along with the “Special Aid Payment Application Form” and the “Written Claim for Sudden Drop in Income Form” submit them directly or via mail.

Where to obtain the necessary documents

The “Special Aid Payment Application Form” and the “Written Claim for Sudden Drop in Income Form” can either be downloaded under “Application forms overview” below or obtained directly at the Welfare Division at the City Hall. 

Threshold for tax-exemption 

  • The yearly income will be estimated based on the gross monthly income of any payment slip of January 2022 or later. This estimation will be used to determine whether the household in question is eligible to be exempt from municipal tax.
  • Types of income accepted: Salary, business, real estate, pension (This does not include income from public pension exempt from tax (annuity, disability pension)

Time of payment

After the application has been submitted, it will take up to 1 month for the payment to be transferred to your bank account.

*In principle, the payment will be made to the head of household’s bank account, however, people not possessing a bank account, or residing not within distance of their financial institution and for these reasons being unable to receive the payment through a bank transfer, are asked to inquire at the Kobayashi City Welfare Division.

*People will be notified in case the submitted documents should be incomplete. Please be aware that in such cases the proceedings may take longer than 1 month.

Applying through a proxy

If, for reasons unavoidable, the head of the household should be indisposed to apply him-/herself, it is possible to delegate a proxy instead.

(1)People eligible to serve as proxy

  • Another member of the household in question
  • Legal representative (parental authority, guardian of a minor, conservator, limited guardian)
  • Relatives or people usually taking care of the financial affairs of the person in question

(2)Procedure when applying through a proxy

Make a note in the column of the certificate/application form to indicate the intended use of a proxy and let the person assigning the proxy (head of household) sign it or seal it. 

*Identity-verifying documents of the head of household and the proxy (person to be delegated) have to be provided. 

*When receiving the payment through a proxy, it will be necessary to provide a copy of the respective bankbook or cashcard.

In case a guardian of a minor, a conservator or a limited guardian are to serve as proxy, a copy of the credentials authorizing the person as limited guardian and a document through which his/her authority of representation can be verified, have to be submitted.

*In case a member of another household carries out the procedure, a document evidencing the relationship between the head of household, considered subject of the payment and the proxy, needs to be submitted.

People having evacuated from Kobayashi due to domestic violence

People having evacuated to Kobayashi for reasons such as domestic violence and who have not yet moved their address to Kobayashi, may still be eligible to receive the payment if certain requirements are met.

In such cases, a procedure will be necessary. Please inquire at the City Hall’s Welfare Division.

Be on your guard as this payment may be abused to trick people into remittance fraud or disclosing personal information. We will never ask of you to operate an ATM or transfer cash.
