About pet keeping
Complaints about pets have been increasing
Exercising care and following the rules are important to avoid any nuisances or harm to your surroundings when keeping a dog or a cat.
Please follow these guidelines when keeping a pet:
- Register your dog.
- Vaccinate your dog once a year against rabies.
- When walking your dog, keep it firmly on a leash.
- Use dedicated spaces (like specialized toilets) for excretion. Do not leave any waste.
- Do not let your dog roam freely. Keep it behind a fence or secure it with a leash.
- Cats are generally to be kept inside. This prevents them from damaging other people’s property (such as gardens and fields) with their feces and urine and protects them from dangers such as traffic accidents and infectious diseases.
- If you don’t wish for your cat or dog to procreate, consider desexing surgery.
- Make yourself aware that your pet is to be thought of as a member of your family and a living being. It should be treated compassionately and responsibly throughout its entire life.
Notes
For bigger dogs in particular: use firm fences and leashes and check them regularly for any damage or deterioration.
Problems related to dog droppings

Kobayashi City does provide these signs promoting the correct disposal of pet waste. If necessary, please contact the Environmental Affairs Division.
When walking your dog, do not forget to bring plastic bags and other tools to pick up your dog's waste. Used bags should be disposed of as burnable trash (moyasu gomi).
The failure of some dog owners to follow proper etiquette has caused various problems related to dog waste. Please be a responsible dog owner, follow the rules, and ensure that your pet does not cause inconveniences to others.
