About Kobayashi City’s “All Smile“ support vouchers

Due to the nationwide rise in the cost of living, Kobayashi City will provide support vouchers to help relieve the financial burden on households and revitalize the local economy. These vouchers can be used within Kobayashi City and are intended to support local businesses.

Kobayashi City „All Smile” Support Voucher Provision Project

* This project is part of the national “Temporary Grant for Local Revitalization in Response to Rising Prices” as well as the “Miyazaki Premium Support Voucher” projects.

Any resident of Kobayashi City as of December 1st, 2025 (base date). Residency is defined by entry in the “basic resident register” (住民基本台帳, jūmin kihondaichō). Furthermore, the following individuals may be eligible:

(1) The head of a household whose resident registration has been deleted before the base date, and who was living in Kobayashi City on that date but was not registered in any municipality, and who then was registered in Kobayashi City for the first time after that date.

(2) Individuals who became the head of a household due to the death of the former head of household after the base date. (If a new head of household has not yet been determined, one household member will be designated as eligible by the household.)

10.000 Yen worth of vouchers per person

* The vouchers will be sent by mail starting mid April

The bundle of 20 vouchers consists of 8 “General-use vouchers” and 12 “Local Business vouchers” (jimoto kigyou senmonken). Each voucher is valued at 500 Yen.

• General-use vouchers (全加盟店共通券, zenkameiten kyōtsūken): valid at all participating stores in Kobayashi City
• Local Business vouchers (地元企業専用券, jimoto kigyō senyōken): valid only at participating stores of business headquartered in Kobayashi City

These vouchers cannot be used for the following goods and services:

• Exchange coupons for beer as well as books and other stationary items,
• Printing paper, post stamps and post cards (hagaki),
• Lottery tickets (takarakuji),
• Prepaid cards or money charges to other electronic payment methods,
• Payments for local or communal services, including electricity, gas and water bills, taxes and insurances,
• Business-related purchases, promissory notes or payments of outstanding invoices,
• Payments related to financial products (e.g. stocks) or other capital investments,
• Housing-related expenses such as rental payments (e.g. house, property, parking space),
• Goods or services that violate public order and morals,
• Other goods determined by the city

If the value of the purchased goods is below the value of the voucher, change is not provided.

Kobayashi City is not liable for any damage arising from the loss, theft, destruction or any damage to the vouchers.

The vouchers are valid from April 1st, 2026, until September 30th.

※ Vouchers will become unvalid after the expiration date. Please use them before the date stated above.

The vouchers will be sent via Japan Posts “Yū Pakku”-service to every household starting mid April. Registration or application beforehand is not necessary. 

• Due to different delivery routes, households in the same area may receive their vouchers on different dates. As the vouchers must be delivered in person, the distribution period may take up to about one month.
• Vouchers will be delivered in a single package for each eligible household member.
• If you are not at home, an orange notification slip (ご不在等連絡票, gofuzaitō renrakuhyō) will be left in your mailbox. Please use it to request redelivery or to arrange pickup at your local post office.
• Even if you usually receive deliveries by drop-off, this package must be delivered in person.
